Acting Director General
Mr. Ilan Kiloe is the Acting Director General of the Melanesian Spearhead Group (MSG) Secretariat, bringing over 15 years of dedicated service to the organization. As the Secretariat’s longest-serving official and its inaugural legal recruit, Mr. Kiloe has been a cornerstone of the MSG’s institutional development, overseeing the establishment of its core administrative and governance frameworks.
Throughout his tenure, Mr. Kiloe has held several senior leadership portfolios, including Head of Political & Security Affairs and Head of Governance & Political Affairs. A seasoned legal professional and diplomat, he has spearheaded numerous high-level missions to the United Nations and the European Union, championing regional priorities such as decolonization, self-determination, and climate security. In 2024, he notably represented the MSG Secretariat as legal counsel before the International Court of Justice (ICJ) in landmark proceedings regarding State obligations on climate change.
Prior to his regional leadership roles, Mr. Kiloe served in academia at the University of the South Pacific and held legal engagements in Vanuatu, the Solomon Islands, and with the Pacific Community (SPC). He holds a Master of Laws (LLM) specializing in International Law, a Bachelor of Laws (LLB), and a Post-Graduate Diploma in Legal Practice (PDLP).
